Background of the Study
Maternal health interventions are critical for reducing infant mortality, particularly in urban settings such as Lagos State, Nigeria. In recent years, Lagos has experienced rapid urbanization, which has led to both improvements and challenges in healthcare delivery. Interventions including antenatal care (ANC), skilled birth attendance, emergency obstetric care, and postnatal services have been implemented to improve maternal and infant outcomes (Adeyemi, 2023). These initiatives are designed to ensure that pregnant women receive timely care, immunizations, nutritional support, and health education. In Lagos, where infant mortality rates have historically been high, these interventions are expected to reduce complications during pregnancy and childbirth, thereby improving neonatal survival rates. However, despite these programs, disparities in service utilization persist. Factors such as socio-economic status, cultural beliefs, and healthcare facility distribution continue to influence the effectiveness of maternal interventions. For instance, while urban centers may boast state-of-the-art facilities, peripheral areas within Lagos may still struggle with resource limitations and understaffed clinics (Ogunleye, 2024). Moreover, the integration of community-based health education has been shown to enhance the uptake of these services, yet gaps remain in reaching all segments of the population. Recent evidence suggests that a combination of government-led initiatives and non-governmental organization (NGO) interventions has the potential to significantly lower infant mortality, though challenges in implementation and sustainability must be addressed (Balogun, 2025).
Statement of the Problem
Despite considerable investments in maternal health interventions in Lagos State, infant mortality rates remain unacceptably high. Many mothers do not fully utilize available healthcare services due to financial constraints, inadequate awareness, and cultural barriers. Inadequate infrastructure in some parts of Lagos and unequal distribution of quality healthcare services exacerbate these challenges. The persistence of preventable infant deaths indicates a gap between intervention design and community-level implementation. Additionally, issues such as poor follow-up care and insufficient integration of health education with service delivery contribute to continued high rates of neonatal complications and deaths. Without a comprehensive evaluation of these maternal health interventions, policymakers cannot effectively address the underlying causes of infant mortality (Ibrahim, 2023).

Scope and Limitations of the Study
The study will focus on maternal health facilities and community health centers in Lagos State, targeting mothers and healthcare providers. Data will be gathered through surveys, health records, and interviews. Limitations include potential reporting bias and the variability in service quality across different regions of Lagos.
